PUBLIC HEARING

Agenda Topic: Presentation of and acceptance of public comments for Ed-Flex waivers for increased flexibility in paraprofessional requirements and in Title IV spending requirements. All community stakeholders may comment on these waivers during the public hearing. All comments will be recorded in the board minutes; the public may review the comments in the board minutes that will be posted on the KCSC website following the board meeting. 

A public hearing will be held regarding Ed-Flex Waiver #2: KCSC is seeking a waiver for increased flexibility in the hiring process of paraprofessionals for all schools. KCSC is seeking approval that a paraprofessional hired can be identified as highly qualified with one of the following:

• Completed two years of college experience or earned a two-year college degree; or

• Passed the Para-Pro Assessment within the first year of employment; or

• Completed 15 hours of assigned professional development modules/training within the 2026-2027 school year; or

• Completed one year or 1,000 hours of previous employment experience in a school or working with children

A public hearing will be held regarding Ed-Flex Waiver #4: KCSC is seeking a waiver for increased flexibility in Title IV spending requirements. KCSC is seeking approval to spend Title IV funds in Focus Areas A (Well-Rounded Education) and B (Safe and Healthy Schools).

With the approval of these waivers, KCSC anticipates an increase of 5% or more annually in student performance on ELA, math, and reading assessment scores in Grades K-12.
