School Board Academic Goals
The Knox Community School Corporation Strategic Plan represents a unified commitment between the Board of School Trustees and our schools to accelerate student achievement and ensure measurable academic growth for all learners.
Developed by the School Board and implemented with fidelity across our buildings, this plan establishes clear, data-driven goals focused on improving student proficiency in English Language Arts and mathematics. Building upon recent gains—from 28% to 33% in ILEARN ELA and 31% to 37% in ILEARN math—we are committed to continued progress, with targets of reaching 48% ELA proficiency and 52% math proficiency in grades 3–8 by Spring 2028.
Additionally, we aim to significantly increase Grade 11 SAT math proficiency from 10% to 25% over the same period.
Through aligned leadership, intentional instructional practices, and a shared responsibility for results, this strategic plan serves as our roadmap to elevate outcomes and expand opportunities for every KCSC student.
1. The percentage of KCSC students in Grades 3-8 who demonstrate proficiency on the ILEARN ELA assessment will increase from 33% in Spring 2025 to 48% in Spring 2028.
From 2024-2025 we have increased from 28%-33%.
2. The percentage of KCSC students in Grades 3-8 who demonstrate proficiency on the ILEARN math assessment will increase from 37% in Spring 2025 to 52% in Spring 2028.
From 2024-2025 we have increased from 31%-37%.
3. The percentage of KCSC students in Grade 11 who demonstrate proficiency on the SAT math assessment will increase from 10% in Spring 2025 to 25% in Spring 2028.
Collective School Board Norms
Our strategic plan is guided by a strong set of school board norms that define how we lead, make decisions, and serve our community. These norms establish a foundation of trust, accountability, and clarity of purpose, ensuring that our work remains focused on what matters most—student success.
As a board, we are committed to prioritizing student achievement by making data-informed decisions that positively impact academic outcomes. We recognize the importance of responsible stewardship of district resources and remain dedicated to fiscal responsibility in every decision we make. Our role is to govern with intention—focusing on policy, oversight, and long-term direction—while respecting the operational responsibilities of district leadership.
We hold ourselves to the highest standards of professionalism, engaging in respectful, confidential, and solution-focused discussions. We understand that strong governance requires unity, and we are committed to supporting board decisions collectively, even when individual perspectives may differ.
Finally, we believe that effective leadership begins with listening. By actively engaging with one another and our community, we ensure that diverse perspectives are considered and that our decisions reflect the needs and values of those we serve.
Together, these norms shape how we lead and reinforce our shared commitment to building a stronger future for all students.
1. Prioritize Student Success
Make all decisions, using data where available, that are focused on improving student academic outcomes.
2. Uphold Fiscal Responsibility
Ensure responsible stewardship of district resources and accountability in financial decisions.
3. Focus on Governance, Not Management
Concentrate on policy-making and oversight responsibilities, rather than getting involved in day-to-day operations, using current research to guide policy development and decision-making.
4. Maintain Professionalism in All Interactions
Keep discussions confidential, respectful, and focused on issues, not individuals, while supporting the decisions of the board as a whole, even when personal views differ. This builds and maintains trust through our actions. After a vote, publicly support the board's decision without undermining it.
5. Practice Active Listening
Listen thoughtfully and respectfully to all perspectives, from other board members and the community, before forming conclusions. Avoid making commitments outside of official board meetings.
